Instructions on Removing Extra Envelopes in Microsoft Word

Make sure you reveal the format characters (Tools, Options, Formatting Marks check All).

Click on the bottom envelope. In Edit --> Page Setup set the margins of the bottom envelope the same as the top envelope.

In the top envelope, place your cursor at the beginning of the ====Section Break (Next Page)====

Hit your Delete key
